BACKGROUND: In June 2004, Montgomery County issued a request for proposal for operation and management services for the Montgomery County Jail.
SCOPE OF WORK: Under intergovernmental contracts with Montgomery County, The GEO Group, Inc. (GEO) operates and manages the facility for the US Marshals Service (USMS) and US Immigration & Customs Enforcement (ICE). The facility began detainee intake in August 2008. The Joe Corley Detention Facility houses adult male and female inmates for USMS and ICE. Medical care, food service, laundry and general living conditions for offenders are provided in accordance with standards required by the USMS, as well as by ICE.
FACILITY DESCRIPTION: The total building area is 161,332 square feet. The facility is a single-story, tilt wall building with interior masonry and hollow core plank ceilings. It contains a fully equipped kitchen to provide meals for inmates and staff, interior recreational areas, laundry, commissary, multi-purpose rooms, public visitation and lawyer visitation areas. The facility houses 24 man dorms, 8 man dorms, single cells with day rooms, and separation cells. The facility was designed and constructed for future expansion. The facility design enables modern correctional techniques such as a security electronics touch screen system that allows staff to survey the interior as well as perimeter areas. Systems include paging system, CCTV cameras, intercoms, and a shaker fence detection system to monitor the perimeter fence.
ACCREDITATION: The facility received accreditation from the American Correctional Association (ACA) in 2013.
