BACKGROUND: Originally built in 1998, The D. Ray James Correctional Facility was used as a state correctional facility by the Georgia Department of Corrections. In August 2008, the Federal Bureau of Prisons (BOP) issued a solicitation for the operation and management services for low security adult male inmates, primarily non-United States citizens. In January 2010, the contract from the BOP was awarded. The facility also houses offenders on behalf of the US Marshals Service under a separate perpetual contract.


SCOPE OF WORK: The facility provides secure care, custody and control for offenders detained by the US Marshals Service and the Federal Bureau of Prisons. Services provided include security, medical care, food service, counseling, and educational programs. GEO assumed operations of the D. Ray James Correctional Facility during the acquisition of Cornell Companies in August 2010.


FACILITY DESCRIPTION: The facility is 499,744 square feet, located on approximately 100 acres of land. In December 2008, the facility was expanded to increase the bed capacity, and additional renovations were completed in 2010 to prepare for the BOP population. The facility also features a stand-alone detention unit for US Marshals offenders. The facility design provides for centralized services to include medical, food services, programs, and recreation.


ACCREDITATION: The facility received accreditation from the American Correctional Association (ACA) in 2009 with a score of 99.3%.
