BACKGROUND: The County of San Diego, California and The GEO Group, Inc. (GEO) finalized arrangements in January 1999 for the renovation and leasing of the former San Diego County Central Detention Facility. The facility is located in downtown San Diego next to the county courthouse. The renovations, made by Hensel Phelps Construction, began in February 1999 and include upgrading and reconfiguring the facilities, adding central air conditioning, and revitalizing the exterior to blend into the downtown décor. Under a separate contract signed on July 3, 2000, GEO entered into an agreement with the US Marshals Service (USMS) for detention services and the housing of federal prisoners at the renovated facility. Initial intake began on July 7, 2000.
SCOPE OF WORK: GEO provides secure care, custody and control for USMS prisoners. Services provided by GEO include security, medical care, food, laundry, booking, video arraignment and transportation. Both male and female prisoners are housed at this facility and include both pre-trial prisoners and sentenced felons awaiting transfer to the Bureau of Prisons.
FACILITY DESCRIPTION: The 143,570 sq. ft. facility is a 30-year-old nine story, mid-rise structure. The $26.5 million renovation of the facility included the revitalization of the exterior walls which were painted in a two-color scheme of peach and beige; all windows were replaced with green-tinted glass in gray-green frames; teal-green awnings were added to dress-up the building’s appearance; old air conditioning units were removed from the exterior and replaced by internal central air on each floor. The interior was reconfigured and upgraded to meet modern correctional standards and included a new kitchen and health care area.
ACCREDITATION: The facility received accreditation from the American Correctional Association (ACA) in January 2003 and was re-accredited in 2006, 2009 and 2012. The facility is also accredited by the National Commission on Correctional Healthcare (NCCHC), having received initial accreditation in February 2008 and then re-accredited on December 2014.
