BACKGROUND
GEO Care began managing this facility in July 2005 through a contract with the Florida Department of Children and Families. The facility treats male and female adult patients in a secure forensic psychiatric hospital where admission into the facility is by court order from the Judicial Circuits. The contract also included the finance, design, construction and operation of a new 213 bed forensic psychiatric hospital that was completed in 2008 to replace the old facility. This represents the first state forensic psychiatric hospital that is fully operated by a private company through a public/private partnership.

SCOPE OF WORK
The South Florida Evaluation & Treatment Center (SFETC) provides mental health assessments and psychiatric rehabilitation to adults 18 and older and to juveniles adjudicated as adults. The patients have either been declared incompetent to proceed to trial or were found not guilty by reason of insanity. The facility restores individuals to competency and for those declared not guilty by reason of insanity the facility provides aggressive mental health treatment to reduce symptoms of mental illness while diminishing an individual’s risk to society.

GEO Care provides for the safety, security, treatment and rehabilitation of patients which includes an array of services that are guided by the empirically based principles of the “Recovery Model”. This model of therapeutic intervention is evidence based and incorporates beliefs that recovery is personal and unique to each individual. It is a process that focuses on one’s attitude, values, feelings, goals and skills. Changes will often take place not only in the resident but with family, friends and others in the resident’s support system. It is a way of living a hopeful, satisfying life despite the potential limitations imposed by serious mental illness.

GEO Care offers a broad array of programs which are tailored to meet the individual needs of the patients based on assessments conducted by multi-disciplinary treatment teams. Support of family, friends, or other individuals is also encouraged to help ensure that patients achieve their highest level of functioning.

OPERATIONAL MILESTONES
• Constructed new (April 2008) state-of-the art hospital to replace the old facility – cost for GEO Care to build and operate new facility is less per bed than state spent to operate old hospital

• Virtually eliminated restraint/seclusion

• Clinical programming went from 4 days/week during state operation to 7 days/week, including evenings, under GEO Care

• Introduced recovery culture using treatment mall approach

• Implemented Minkoff Dual Diagnosis program

• Initiated C.I.T. training for all security staff

• Applied active individualized patient treatment plans

• Significantly reduced number of days to restore competency
