BACKGROUND: On December 31, 1996 the Broward County Sheriff’s Office (BSO) awarded The GEO Group, Inc. (GEO) a contract for the provision of a county work release facility for county offenders. The facility received its first residents on February 16, 1998. The contract with BSO expired in February 2007. A contract with U.S. Immigration & Customs Enforcement (ICE) to provide a transition center for non-criminal and low security female detainees was awarded on August 8, 2002 and extended to September 30, 2003. Initial intake began August 26, 2002. GEO was re-awarded the contract in July 2003 for a five-year period. This new contract increased services to provide for additional female residents. The current contract permits the housing of non-criminal and low security detainees.
SCOPE OF WORK: Pursuant to GEO’s contract with ICE, the center provides a safe, secure, and humane environment that promotes the welfare and socialization of detainees. Realistic self-help education programs are provided and detainees are encouraged to participate in various intra-institution work assignments. Individual social, psychological, medical and religious counseling is available.
FACILITY DESCRIPTION: GEO designed and constructed this 99,000 sq. ft. center specifically as an access-controlled community correctional center. This unique community resource represents one of the few “purpose-built” community correctional centers of this size in the United States. The center consists of a two-story building designed and constructed to blend in with the community setting and to provide privacy, separation by gender, and full support space for the residents and staff. The facility features a kitchen building, expanded medical clinic and courtroom areas as well as a 14,000 square foot office building for client use.
ACCREDITATION: In less than a year of operation, the center was awarded accreditation by the American Correctional Association (ACA) in 1999. The center was reaccredited in 2002, 2005, 2008 and 2011.
